This bill was proposed in a previous session of Congress. Sessions of Congress last two years, and at the end of each session all proposed bills and resolutions that haven't passed are cleared from the books. This bill never became law.

2006 sent letters to more than 15,000 holders of BLM grazing permits, asking them to buy some of the 7,000 wild horses and burros whom the BLM was directed to sell "without limitation" by a stealth rider slipped through Congress in November 2004.
Horse Slaughter Continues in U.S., Despite Recent Law
Three foreign-owned processing plants will be allowed to continue slaughtering horses for meat, the U.S Department of Agriculture (USDA) announced yesterday.
